Bali Insurance Agents 2026: Licensed or Not?
In Indonesia the person selling you a policy has to be registered with OJK, the financial services authority — and an insurance company is not allowed to appoint an agent based outside the country. That one rule is the quickest way to tell a regulated seller from someone earning a referral commission.
Most families arriving in Bali compare policies carefully and never think to check the seller. That is the wrong way round. The policy decides what you are covered for. The seller decides whether anyone is answerable to you when a claim goes wrong.
Why the seller matters more than the brochure
A health policy is a promise to pay later. The value of that promise depends entirely on who made it and who supervises them.
If you buy from a company licensed and supervised in Indonesia, there is a regulator here you can complain to. If you buy from someone operating outside that system, your policy may still be perfectly valid — but the recourse, the language of the contract and the complaints process all sit somewhere else. That difference is invisible on the day you pay and very visible the day your child is admitted to hospital.
The four things that all get called "insurance"
The insurer, or underwriter. The company actually carrying the risk and paying claims. This is the name that matters on your policy document.
The broker. Works for you, across several insurers. In Indonesia a brokerage must hold a business licence from OJK.
The agent. Works for one insurer, selling its products. Indonesian rules require agents to be registered with OJK and to hold a certificate for the line of business they sell.
The affiliate or referrer. Sends you a link and takes a cut if you buy. This is marketing, not regulated advice, and it is the category most of the Instagram and WhatsApp approaches fall into.
All four may describe themselves as "insurance". Only the first three sit inside the regulated chain.
What the Indonesian rules actually say
OJK — Otoritas Jasa Keuangan — issues, supervises and can revoke insurance permits in Indonesia.
- Brokerages need a licence. Insurance and reinsurance brokers must obtain a business licence from OJK.
- Agents must be registered and certified. Agents are required to register with OJK and hold an agency certificate for their line of business.
- Insurers cannot appoint offshore agents. An insurance company operating here must appoint agents registered with OJK, which rules out an agent sitting in another country.
- OJK supervises what happens in Indonesia. A company licensed abroad is supervised by its own regulator, not by OJK.
That last point is the one worth sitting with. A broker licensed in Thailand, Singapore or the EU may be entirely legitimate in its own market. It does not follow that it is authorised to sell to you here, or that OJK can help you if something goes wrong.
How to check, in about five minutes
Ask for the legal entity, not the brand. A regulated company has a registered name — in Indonesia usually beginning with PT. A brand name, a logo and a WhatsApp number are not a legal entity.
Look the insurer up. OJK publishes lists of licensed general, life and social insurance companies.
Check the agent. OJK has launched a public database of registered insurance agents, with QR-code identification, so an agent's status can be confirmed rather than taken on trust.
Ask OJK directly. Kontak OJK 157 is the consumer channel: dial 157, or WhatsApp 081 157 157 157. Asking "is this company licensed" is exactly what it is for.
Read the policy document, not the sales page. The wording should name the underwriter, the governing law and the complaints route. If you cannot see it before you pay, that is your answer.
Six questions to ask before you hand over money
- Who is the underwriter, and are they licensed to sell in Indonesia?
- Are you an agent, a broker or an affiliate — and who pays you?
- Which law governs this policy, and which regulator handles a complaint?
- Which hospitals here will bill you directly, rather than me paying and claiming back?
- What is excluded — motorbike accidents, pre-existing conditions, maternity waiting periods?
- Can I read the full policy wording before I pay?
A legitimate seller will answer all six without flinching. The answers to 1, 2 and 3 are the ones people talk around.
Pro-Tips: What the Locals Know
A commission is not the problem. Brokers and agents are paid commission everywhere in the world, and a licensed broker can genuinely save you money. An undisclosed commission, from someone who is not registered anywhere, is a different thing.
Buying an international policy is not illegal. Plenty of families here hold cover bought in their home country and it works fine. Just know that a dispute goes to that country's regulator, at that country's pace, in that country's language.
The ad-to-DM funnel is a recruitment pattern. A Facebook or Instagram ad that opens a WhatsApp chat with a scripted phrase already typed for you — "I want a partnership" — is optimising for volume, not for advice.
Save the paperwork offline. Policy wording PDF, certificate number, the seller's licence number and the underwriter's local entity. Bali internet is not a filing system.
Check the hospital, not just the policy. Direct billing is arranged hospital by hospital. Ask your nearest one which insurers they actually bill, before you need to know.
A Conscious Note
We take no commission from any insurer, broker or agent, and nothing here is a recommendation for or against a particular company. We wrote this because approaches offering families commission to sell medical policies have become common on Instagram and WhatsApp here, and because a mis-sold health policy is not an inconvenience — it lands on a family at the worst possible moment.
Rules and licence registers change. Treat this as a method for checking rather than a list of approved names, and confirm anything important with OJK directly.
This is general information, not financial or legal advice.
Quick-Reference FAQ
Is it illegal for me to buy insurance from a broker based overseas? No. Families here hold overseas policies all the time. What changes is who supervises the seller and where a complaint goes — OJK's remit covers insurance activity conducted in Indonesia.
Someone messaged me offering commission to sell medical policies to my network. Is that allowed? Selling or advising on insurance in Indonesia is regulated: agents must be registered with OJK and brokerages licensed. Earning commission on policy sales without that standing is not a grey area you want to discover the hard way. Ask the company which registration it holds here, and ask OJK if the answer is vague.
How do I know whether an agent is genuinely registered? OJK's insurance agent database is public and uses QR-code identification, and Kontak OJK 157 will confirm a company's licence status.
The company says it is "a European insurance company". Is that reassuring? Only if it is true and relevant. Ask which entity, licensed by which regulator, and who underwrites the policy. Marketing language is not a licence.
